Québec: Cannabis use among young people has declined after legalization
Cannabis use among young people aged 15 to 17 in the Canadian province of Québec declined by around 3% between 2018 and 2021, according to data from the “Québec Cannabis Survey”, recently released by the Québec Institute of Statistics. In all other age groups, starting at age 18, cannabis use after legalization has increased over the past three years.
Held between February and June 2021, the third edition of the “Québec Cannabis Survey (QCS)” examined the prevalence and frequency of cannabis use and various aspects of the COVID-19 pandemic in relation to its use. 
The COVID-19 pandemic appears to have had an impact on some users. Of the 20% of Quebecers who used cannabis last year, 24% reported an increase in consumption because of the pandemic, while 72% reported no change in their use. Cannabis users with high levels of psychological distress were, however, more likely to report increased cannabis use due to the COVID-19 pandemic.
The Québec Institute of Statistics produces, analyzes and disseminates official, objective and quality statistical information on various aspects of Quebec society. The QCS, carried out by the Québec Institute of Statistics on behalf of the Ministry of Health and Social Services, is designed to monitor trends in cannabis use. The first edition of the survey was carried out in 2018, before cannabis was legalized. The second (2019) and third (2021) editions continue to study patterns of cannabis use in Quebec and their evolution since legalization.
