The lawyer and professor at the Catholic University, João Taborda da Gama, launches tomorrow the book “Regular e Proteger: por uma nova policy de drugas”, at 18:30, at the Pharmacy Museum, in Lisbon. “The war on drugs has failed: consumption is growing, substances are increasingly harmful, crime is thriving. There is an urgent need for a new humanist, courageous, pragmatic and proportional drug policy, based on the protection of health and the individual freedom of each one to alter their conscience”, stresses the author.

The presentation of the book will be in charge of Alexis Goosdeel, director of the European Observatory on Drugs and Drug Addiction, and Maria do Carmo Carvalho, professor of Psychology at the Portuguese Catholic University, moderated by André Macedo.

According to João Gama, “the State must regulate markets, protecting the most fragile, tax an activity that today belongs to organized crime, and redirect resources”.

An argument that will have its origin in the discipline of “Regulation of Controlled Substances” of the postgraduate course in Health Law at the UCP, taught by the author, and which supports the opinion that the prohibition of consumption and sale of drugs has not resulted, being necessary to the State to implement policies of regulation and responsible use based on the “right to change of conscience” and on public policies that promote health protection, crime reduction and taxation of economic activities linked to trafficking. The book has 64 pages and costs 5,85€.
