Colombia: Cannabis Legalization Approved by the Chamber of Deputies, Heads to the Senate

The Chamber of Deputies of Colombia has approved a bill that regulates the adult use of cannabis, with the proposal having already passed six of the eight debates necessary for definitive legalization. The diploma will still have to go to the Senate and, if approved, finally to the President. 

This week Colombia saw a bill advance that legalizes the recreational use of cannabis, having been approved by the Chamber of Deputies in the sixth of 8 debates required for final approval. Before the diploma is forwarded to the president, it will have to go through the Senate, through a session in the committee, and then subject to approval by the Senate plenary.

After a disputed vote last month, lawmakers in the lower house of deputies returned to the bill on Tuesday (May 9), passing it in the sixth of eight debates required to pass legislation. According to Juan Carlos Losada Vargas, deputy for the Liberal party, the two remaining debates should take place before the end of June.

The Deputy stated that Colombia wants to “change the bankrupt policy of prohibition” and pave the way for “a policy based on public health guidelines, prevention of consumption and guarantee of citizens’ rights”, says Losada Vargas, who is also a proponent of the diploma .

Last year, the president of Colombia, Gustavo Petro, had already proposed that cannabis cultivation be done “like corn”, without licenses:
