Philippines may move forward with CBD legalization

Two committees of the Philippine House of Representatives have begun discussion on nine pending bills that intend to authorize the medicinal use of CBD (cannabidiol). During a Commission hearing on the interim appointment of Health Secretary Teodoro Herbosa, the Commission's majority leader asked him if he supported the legal use of cannabis oil for medicinal purposes. Contrary to expectations, Herbosa said yes.

“We are in favor of legalizing the medicinal use of cannabis and its derivatives, Your Honor,” he responded, adding that the Department of Health will pursue the legalization of medicinal cannabis as policy. But, for now, only CBD, as it does not have psychotropic effects, has advanced the The Manila Times.

Villafuerte welcomed the position of the Department of Health, as it has strongly defended the measure that allows the legalized use of cannabis oil or cannabidiol (CBD) for medicinal purposes.

Among the pending measures was House Bill 4208, presented by the deputy from the 2nd district of Camarines Sur, Luis Raymund Villafuerte, which aims to create a state agency to oversee the production and marketing for export of CBD, which does not have psychotropic effects.

“More than 60 countries around the world have already legalized medicinal cannabis. And I don't know why the Philippines is delaying this process. What do the 60 countries know that we don't? The only news I have read from these 60 countries is that it is very beneficial and secondly, their revenues have increased,” said Villafuerte, who also emphasized that there were no reports of deaths or an increase in crimes when cannabidiol was introduced in these countries.

Although Herbosa supports the legalization of medical cannabis, some Department of Health officials continue to oppose it, believing that medical cannabis can only be used through a compassionate use license.

Villafuerte further stated that the proposal to create a Philippine Cannabis Development Authority will lead to the local and regulated supply of CBD as a pain reliever, which will be more accessible and affordable for Filipinos suffering from certain illnesses.
