Despite this being a historic milestone for Germany, the bill still requires approval by the Council of States. This is another step that brings the largest country – and perhaps one of the most conservative – closer to allowing the recreational use of the plant.

It was a lively debate, which ended later than expected, but which confirmed what many expected: the Bundestag, or German Parliament, approved the bill to legalize the non-medical use of cannabis.

The main opposition parties to the bill claimed that legalization could be a risk for younger people, as it would normalize the substance and make it easier to obtain. They also warned that legalization could cause extra work for traffic police, who expect to see an increase in the number of people driving under the influence of cannabis on German roads. But even so, Karl Lauterbach, Minister of Health, highlighted that “by legalizing cannabis we are taking it out of the taboo zone”.

The proposal should be approved by the Federal Council next month. If this happens, the measures will be implemented in two phases: first, from April onwards, all adults will be able to carry up to 25 grams, possess up to 50 grams and grow up to three plants for private consumption; Then, in July, adults will be allowed to form social clubs that can produce cannabis plants for their members.
