Hong Kong makes first arrest for possession of CBD products

Hong Kong customs agents made the first seizure of products containing cannabidiol (CBD) last Wednesday, February 8th, after having arrested an employee of a community center who went to collect a package from Denmark. The package contained two bottles of CBD oil, which was recently banned in Hong Kong and considered a dangerous substance.

The parcel, which was declared to be body oil, was found to contain the banned product when customs officials scanned it with an ion scanner at Hong Kong International Airport on Monday. During a search of the man's locker, agents found two used bottles of the same CBD skin oil, as well as four grams of cannabis flowers, with a total estimated value of HK$5.000 (approximately €595). It was also discovered a grinder of cannabis during a search of the detainee's home in Tseung Kwan O.

This episode marks the first arrest and seizure of CBD products since CBD was included in the Dangerous Drugs Ordinance in 2022.

CBD products were legal until Hong Kong changed its laws in 2022. Despite protests from some industry professionals and activists that the ban would be an overreaction, the ban took effect 10 days ago.

Since February 1, 2023, anyone caught possessing or consuming CBD products in Hong Kong faces up to seven years in prison and a maximum fine of HKD 1 million (approximately €117). Those who market or manufacture these products face even more severe penalties, up to life imprisonment and a maximum fine of HKD 5 million (approximately €585).
