Luxembourg: new government freezes cannabis legalization

Luxembourg's ambitious plan for the full legalization of recreational cannabis markets has been put on standby by Luxembourg's new coalition government. The government alliance between the Christian Social Popular Party (CSV) and the Democratic Party decided to maintain the decriminalization of consumption and the regulation of self-cultivation for adults in force, but the legalization of the production and sale of cannabis will not move forward.

The first initiative, proposed by the previous government in 2018, faced several obstacles, including delays due to the Covid-19 pandemic and legal concerns within the European Union. The project was divided into two parts, resulting in the approval, this year, of the decriminalization of public possession of up to three grams of cannabis and the regulation of home cultivation of up to four plants per household for adults.

However, the second part of the project, which aimed to fully legalize the purchase and sale of cannabis for recreational purposes, was abandoned by the new coalition government, according to the recently approved coalition agreement. This turnaround marks a significant change in Luxembourg's plans for recreational cannabis and reflects the complexity and political challenges arising from the process of implementing comprehensive and comprehensive legalization.
